When you conquer lots of regions in big maps, like the World and Russia, what happens then? I mean the stuff that related to the discounts for soldiers, tanks and artillery? What happens when lets say, artillery goes down to 0% and you conquer more regions? Do you get money for buying those items since it would be in the negatives.

 The maximum discount that you can get is 50% of the original purchase price. With bonus cards you can get that amount down to 35% of the original purchase price. It will never go below that.
