But for you to be in range of me I have to be in range of you, and on my map, You are not in range of my unit.

becasue ur lower on the poles and have less range where i have more range and should be able hit u

This is an issue that happens in maps where units are at high latitudes - the circle is larger than the actual movement range. You can get the same effect if you set movement to +30% on the world map, build an army in Russia and make one move toward Kazakhstan. After one move the Kazakh flag will be in the movement circle by a visible amount even on the default zoom, but you will be unable to claim the region. The distance between Russia and Kazakhstan is given as 1320 miles, which is two moves with a movement of 650 miles (+30%), but which appears about 50 miles inside the circle after only one move.
I haven't noticed this as a problem in maps other than world, but it could be that it exists elsewhere but is only most pronounced on the world map because it goes in latitude from 0 to 90 and the movement is so large.
You're exactly right. This has happened to me a few times before. When the circles are distorted into an egg-shape, the borders that show up do not exactly match what the game actually says they are.

In this case this is a Google Maps issue and not something that I'm going to be able to correct on my end.
