 Dolnoslaskie is available to choose in the drop down menu, but I get an error when trying to choose it that is unavailable, even with no one else in the game to have chosen it.

does that 2 with 1 of the regions on czech republic

 Just found that out, Plzensky is the Czech territory

 On Czech, Jihocesky is also reporting as invalid

 In the Czheck map the following regions will not allow armies to be built:
Vysocina, Stredocesky, Jihocesky
