The time when a game starts, from what i can tell is left in the time zone of the starter and does not convert to different time zones.

Seconded, I just went in and tested it. I changed my timezone (under "My Profile") to alternately GMT -9 (Alaska), GMT 0 (London), and back to GMT -6 (US Central), and the displayed time of turn updates did not change (for example, always saying "6/25/2010 2:58:49 AM").

I live in US Central, and since that appears to be the default I get the correct time, but for anyone who sets any other timezone, changing ones personal timezone does not make a change to the game display.
