Yep, that was a little vague. I've updated the subscription page to indicate what a subscription does:

So could I make a game on a subscription map and nonsub's could join or no? I think you should be able to invite nonsub's but they shouldn't be able to randomly join

Non subscribers can join a game hosted on a subscription only map but they cannot host the subscription only map themselves. If you want to lock your game so that people do not join randomly use a game password.
